August 23, 1938 | On the 23rd day of August 1938 the City Council of the City of Greenville, South Carolina at city hall in a regularly scheduled council meeting. The meeting was called to order at 7:30 pm by Mayor C. Fred McCullough, and on the roll call the following members of the Council were found to be present:

  • Councilman R. Henry Ligon
  • Councilman J. Kenneth Cass
  • Councilman Kerr. Wilson
  • Councilman J.W Thompson
  • Councilman J. Frank Welborn
  • Councilman W.E. Rasor

The resolution declaring the need of a Housing Authority’ in the City of Greenville was introduced by Councilman J. Kenneth Cass.

September 20, 1938 | Mayor C. Fred McCullough appoints the 1st Board of Commissioners; Brown Mahon, Frank G. Hamblen, L.P. Hollis, R.O. Tuton and W.K. Livingston

September 29, 1938 | Mayor C. Fred McCullough appoints Fred G. Hamblen as temporary Chairman of the Housing Authority of the City of Greenville, SC Board.

September 30, 1938 | R.O. Tuton appointed as Secretary/Treasurer and 1st Executive Director.
